Hull & East Riding Off-road R/C Club Constitution

Summary

The Club shall be known as Hull & East Riding Off-road R/C Club or HERO for short. The club encourages the racing of radio controlled model cars by all abilities in a safe and controlled environment and provides facilities and organisation to that end.

History

The club was founded by Phillip Brealey on April 17, 2023. The first race meeting was held on July 16, 2023.

Membership

The club now offers membership for £25 per year to provide financial security for continued growth in an expensive sport. 

Members receive discounts on race fees, preferential booking over non-members, AGM voting rights and other perks. We believe in encouraging the next generation into the hobby and sport we love, so all junior racers are granted free membership.

Funding

Funds are generated through sponsorship, membership and race entry fees. Any surplus income will be reinvested into club improvements and cannot be distributed. Committee members take no payment for duties.

Equal Opportunities

The club aims to treat all racers fairly and equally, taking into account any special requirements that they may have. The club will not discriminate against any potential racer or those attending with them, attempting to accommodate them.

Financial Year

The club’s financial year runs from 1st July to 30th June.

Committee

The club officials or Committee consists of an uneven number for voting purposes.  Key roles include Chairman, Club Secretary and Treasurer, which are the minimum roles required by the British Radio Car Association (BRCA).

The club has five committee members managing day-to-day operations. It seeks annual affiliation with the BRCA, following their principles.

Committee members serve until the next AGM. Those wishing to continue must notify the Chairman 30 days before the AGM. If a member steps down early, the remaining committee may leave the position vacant or elect a replacement until the AGM.

Unfilled positions will be announced on the club’s Facebook group 30 days before the AGM. Interest must be expressed in writing 14 days before the AGM.

The new committee serves until the next AGM and pays the same race fees as members.

The committee aims to meet monthly and uses a WhatsApp group for discussions. A driver representative is included in the committee WhatsApp group. The Treasurer reports monthly income and expenses in a HERO financials WhatsApp available to committee members.

Annual General Meeting (AGM)

The club’s AGM will be held annually between the end of the club’s financial year and the end of the calendar year, usually around the transition to indoor racing. All racers are welcome to attend.

Changes to either the club’s constitution or the rules may be proposed for consideration at the AGM. Changes must be proposed in writing to the standing committee no later than 14 days before the AGM. Proposals will be voted on at the AGM by all attendees.

The AGM will include:

Election of the committee for the following year.

A report by the Chairman outlining the clubs intentions for the forthcoming year.

A report by the Treasurer outlining the current state of the clubs finances

Opportunity for members to publicly raise any feedback or concerns on how the club is managed.

Dissolution of the Club

The dissolution of the club shall require a two-thirds majority vote at an AGM or EGM. Upon the dissolution of the club, any remaining assets shall be given or transferred to a registered charity or donated to another club or the BRCA for redistribution within the sport. The exception is the THR Ramps donated by Evolution Works; these will be distributed at their discretion. 

Club Rules

  • Hull & East Riding Off-road operates under the rules and guidelines set out by the BRCA.
  • All racers must pay a membership to the BRCA. This membership runs from 1st January to 31st December and must be renewed each year.
  • Those new to the sport are allowed a grace period before requiring BRCA membership.
